What Topsail Actually Is

Topsail is a 26-mile barrier island off the coast of Pender and Onslow counties in North Carolina. It's narrow, often only a few hundred yards from ocean to sound, and it has three distinct communities: North Topsail Beach in the north, Surf City in the middle, and Topsail Beach at the southern end.

There are no high-rise condos. There are no chain hotels. There's no boardwalk with arcades. What there is: a few thousand homes ranging from modest older cottages to newer construction elevated builds, miles of relatively uncrowded beach, a fishing pier, and communities that still feel like places people actually live rather than places people perform at on vacation.

The Three Communities Are Not the Same

North Topsail Beach

The most northern and least developed of the three. Wider lots, older stock, and, importantly, a CAMA setback situation that means oceanfront development is constrained in ways that both limit supply and, to some buyers, raise concern about long-term erosion risk. Surf City

The commercial center of the island, which isn't saying much, but it means there's a grocery store, a few restaurants, and a stoplight. It's the entry point for first-time Topsail buyers and the market most likely to see continued appreciation as the island gains visibility.

Topsail Beach

The quietest and most residential of the three. Town ordinances are strict. Short-term rental rules have historically been more restrictive than the other communities. The buyer profile here skews toward people who want a second home they actually use, not a rental machine. Prices reflect the demand for that kind of property.

Why the Pricing Gap Still Exists

The honest answer is geography and awareness. Topsail doesn't have the brand recognition of the OBX or the Hamptons. It requires buyers to do a bit more homework to find it, and that friction keeps the speculative capital out.

The island also has some legitimate challenges that informed buyers should understand: the northern end has real erosion concerns, the flood insurance picture has shifted, and the island's infrastructure reflects its modest development history. None of these are dealbreakers, but they're all factors that a good local agent will walk you through honestly before you fall in love with a listing.

What to Watch in 2026

  • Surf City new construction inventory: several new elevated developments are under way or recently completed. Watch how quickly they're absorbed, it's a leading indicator for the whole island.
  • Flood insurance adjustments: the NFIP rate environment has changed. Get a current quote early in your search, not after you're under contract.
  • Topsail Beach rental ordinance updates: there have been ongoing discussions about tightening STR rules. If rental income is part of your thesis, know the current rules in the specific community.

Topsail is still the best-value oceanfront barrier island on the mid-Atlantic and Southeast coast for buyers who want genuine beach town character without the development premium. The window is still open. Buyers who wait for national media to "discover" Topsail will pay a different price.
